En 2012 Durante la Conferencia Mundial sobre Desarrollo Sostenible (Rio +20), varios Estados de Latinoamérica suscribieron la Declaración sobre la Aplicación del Principio 10 de la Declaración de Rio de 1992, el cual establece que el mejor modo de tratar las cuestiones ambientales es con la participación de todos los ciudadanos interesados, el acceso adecuado a la información sobre el medio ambiente y el acceso efectivo a los procedimientos judiciales y administrativos.

En ese sentido hemos redactado esta carta en la que se pide a los Estados que se comprometan con un convenio vinculante que asegure la protección del medio ambiente y los derechos humanos en nuestra región, la cual sera entregada durante la reunión del comité

In 2012 during the World Conference on Sustainable Development (Rio +20), several Latin American states signed the Declaration on the Implementation of Principle 10 of the Rio Declaration of 1992, which states that the best way to deal with environmental issues is with the participation of all concerned citizens, adequate access to information on the environment and effective access to judicial and administrative proceedings.
So far the declaration has 20 signatories States and remains open for signature. The signatory countries are: Mexico, Guatemala, Jamaica, Antigua and Barbuda, El Salvador, Costa Rica, Panama, Colombia, Ecuador, Peru, Bolivia, Chile, Dominican Republic, Trinidad and Tobago, St. Vincent and the Grenadines, Honduras, Brazil, Paraguay, Uruguay and Argentina.
Based on this declaration, the States pledged to develop and implement a plan of action with the support of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) as technical secretariat, to advance the achievement of a regional convention on this matter. During the last week of October 2015 the second meeting of the negotiating committee will take place in Panama in which breakthroughs are expected and posed an important moment of impact for civil society. We believe is especially important that young people of Latin America speak out and send a message to the representatives of the States so that they assume important commitments to environmental democracy.
In that sense we have written this letter in which it calls on states to commit to a binding agreement to ensure the protection of the environment and human rights in our region. The letter will be delivered to government representatives during the meeting of the negotiating committee.
