The Green Climate Fund (financial mechanism of the convention framework of the United Nations on climate change (UNFCC)) has been working in the establishing of the mechanisms and ways of promotion of the participation of indigenous people for the designing, development and implementation of the strategies and activities to be financed by the fund.
This is why, on March 1, 2017 the secretary of the fund made the convocation in order to receive contributions and proposals with the intention of developing the contents of said policy, it was made through the document Call for Inputs: Green Climate Fund Indigenous Peoples’ Policy. Attending the convocation, Asociación Ambiente y Sociedad-AAS, organization acredited as observer and the process of black communities-PCN (members of Rights and Resources Initiative-RRI coalition) sent their contributions asking that “the Afro descendent communities were considered and included in an express way in the policy of indigenous peoples in the green fund of weather” (see document).
Afterwards, in July of the corned year the phone published the policy draft for the indigenous people. Establishing inside its application field that:
“in some countries, these groups are called” indigenous peoples” video in other countries they are called in other ways, such as sub Saharan traditional communities historically marginalized”, “indigenous ethnic minorities”, “aboriginal”, “hills tribes”, “vulnerable marginalized groups”, “minority nationalities”, “programmed tribes”, “first nations” or “tribal groups”. Regardless of the denomination used, the requirements of this policy will be applied to all the mentioned groups.
Despite this clarification, the recognition of the afro descendant peoples of Latin America and the Caribbean was omitted, who do not self-recognize or identify in any of the categories described before. Based on the mentioned draft of the policy, on July 11, 2017 the fund did a new convocation of public contributions. As a response to this calling, the PCN with the support of AAS and other allied organizations, developed the contributions document asking again the fund that that “the Afro descendent communities should be considered in the policy of indigenous peoples in the green fund of weather”. AAS is looking out for the decisions of the management board of the fund about the developing of the policy and expects that it guarantees equitable inclusion and participation for the afro descendant peoples of Latin America and the Caribbean.
